For the purposes of fulfilling its objectives and tasks the ARS carries out the following functions according to the order determined by the RA Legislation:

  • within its competency processing of drafts of law and other legal acts as well as coming to an agreement with the interested state governing bodies and for submitting them to the Minister of Territorial Administration of the Republic of Armenia (hereinafter Minister) by the determined order;
  • organization of coordination of state projects on disaster prevention and consequences liquidation worked out and implemented by state and local authorities and organizations;
  • submission of suggestions to the Prime Minister of the Republic of Armenia on putting into effect totally or partially the plans of population protection during emergency situations and civil defense;
  • coordination of events carried out by state and local authorities, organizations during emergency situations, as well as provision of participation of subdivisions of the RA Ministry of Defense and the RA Police under the RA Government in current events according to inter-cooperation plans;
  • processing of suggestions on the issues of financing measures of civil defense and liquidation of emergency situations, as well as organization of purposeful use of the allocated material and financial means;
  • organization and coordination of state joint calculation of fire incidents;
  • calculations of outgoing fire-fighting technique of fire-fighting services of state and local authorities and organizations, as well as their involvement in the rescue, accidental rescue, fire-fighting and urgent accidental rehabilitation operations;
  • establishment of fire-fighting subdivisions for the maintenance organizations according to the introductions made by these organizations, approval of normative of their recruitment;
  • within its competency processing of projects on the implementation of activities in prevention of emergency situations, mitigation and liquidation of their possible consequences, population protection during emergency situations and civil defense;
  • together with other state authorities participation in the procession of concepts in the field of nature protection regarding emergency situations;
  • coordination of the activities of rescue forces and fire-fighting subdivisions and formations;
  • training of fire-fighting subdivisions and formations, rescue forces, officials, organizational, state and local authorities on the issues of population protection during emergency situations and civil defense;
  • certification of rescuers, fire-fighting subdivisions and rescue formations;
  • organization of population training on the main issues of civil defense and emergency situations;
  • organization of scientific-technical and drafting works in its field;
  • drafting of suggestions on the accumulation and usage order of food, medical and logistical means, resources for the purpose of assistance provision to the population during emergency situations and submission of these suggestions to the Minister;
  • reception of reliable information from state and local authorities and organizations (irrespective of the organizational-legal type), introduction of administrative statistical reports (questionnaires, references), keeping of administrative statistical registers based on the accumulated data and information for the purposes of providing disaster prevention operations;
  • supervision over the drafting of objects including buildings and constructions, as well as fulfillment of fire safety requirements during construction;
  • participation in the processing of economy mobilization projects and plans on the issues of civil defense issues;
  • participation in the establishment of civil defense resources and their purposeful use;
  • organization of functioning of population protection centralized warning system;
  • participation in the processing of purposeful projects on the establishment of preventive constructions from the of civil defense point of view;
  • coming to an agreement concerning mobilization preparedness issues and the ARS way of acting at war with the General Staff of the Armed Forces of the Republic of Armenia;
  • participation in the response process during the armed attack on the Republic of Armenia;
  • processing of social economic development projects in the fields of population protection during emergency situations and civil defense;
  • participation in the examination and approval process of safety certificates of organizations within its competency;
  • organization of activities aimed at keeping state and service secrets during disaster prevention within its competency;
  • implementation of international cooperation in the fields of population protection during emergency situations and civil defense;
  • organization of warning and informing governing bodies and the population on the issues of civil defense, population protection during emergency situations;
  • delivery of fire-fighting safety and firefighting-rescue services to organizations;
  • management and use of state property under its disposal;
  • organization of discussions of citizens' letters (suggestions, complaints) achieving legal solutions on the issues raised and the elimination of shortcomings found out in the activities of the ARS subdivisions according to the order established by the Legislation.
