1. Application field This standard asserts terms and definitions of main safety concepts in states of emergency. 2. Safety in emergency. States of emergency 2.1 Emergency Situation on a certain area or displacement caused by an extensive accident, hazardous natural phenomenon, man-made, natural or other disaster, which have led or may lead to human losses, human health and environmental damage, considerable material losses and contravention of normal conditions for human vital activities. Notification: States of emergency differ in their nature (natural, man-made, vital-social and military) and inclusion (on-site, territorial, provincial, regional and trans-boundary). 2.2 Emergency source Hazardous natural phenomenon, accident or hazardous man-made accident, wild-spread infectious disease by human beings, cattle and plants, as well as application of modern liquidation means, which have caused or may cause a sate of emergency. 2.3 Safety in states of emergency State of protection of population, units of economic significance and environment from danger in states of emergency. Notification: Safety can be distinguished according to its types ( industrial, radiation, chemical, seismic, fire, biological, ecological), objects ( population, unit of economic significance, environment) and main emergency source. 2.4 Safety provision in states of emergency Adoption, observance and application of legal acts and regulations provided for protection of population, units of economic and other significance, environment from danger in states of emergency, as well as implementation of organizational, economic, nature conservation, sanitary-hygienic, sanitary-epidemic and special complex measures. 2.5 Safety of population in states of emergency State of protection of human life and health, property and residence from danger in states of emergency. 2.6 Safety provision for population in states of emergency Observance and application of legal acts provided for prevention or reduction of danger threatening human life and health, property losses and contravention of conditions for human vital activities in case of emergency, as well as implementation of legal, organizational, nature conservation, sanitary-hygienic, sanitary-epidemic and special complex measures. 2.7 Protection in states of emergency State in which negative consequences caused by probable danger for population, units of economic significance and environment in states of emergency are prevented, overcome or brought to minimum. 2.8 Danger in states of emergency State when in an emergency area there has been or is likely to be threat of emergency source caustic factors and effect on population, units of economic significance and environment. 2.9 Emergency risk Probability or frequency of emergency source origination as characterized in accordance with relevant risk records. 2.10 Emergency source caustic factor Component of hazardous phenomenon or procedure as arisen from an emergency source and characterized in accordance with physical, chemical and biological effects or display as defined or expressed with relevant parameters. Notification: One distinguishes primary and secondary caustic factors. 2.11 Emergency source caustic effect Negative effect of one or a group of emergency source caustic factors on human life and health, cattle and plants, units of economic significance and environment. 2.12 The one injured in emergency Person injured or having suffered material losses as caused by emergency. 2.13 The one hurt in emergency Person fallen ill, wounded or injured as caused by emergency source effect. 2.14 Emergency area Area or displacement in state of emergency. 2.15 Probable emergency area Area or displacement where an emergency risk exists or is not excluded to arise. 2.16 Disaster area Part of emergency area requiring additional and urgent help and material means aimed at emergency liquidation. 2.17 Temporary migration area Area the population of which is evacuated or temporarily migrated in case of emergency or menace of emergency aimed at safety provision. 2.18 Suburban area Area outside probable emergency area as defined for dwelling places having hazardous units of economic or other significance and envisaged for population to be evacuated. 2.19 Damaged hearth Limited area where there has been mass extermination or contamination of people, cattle and plants, many buildings and structures, as well as environmental elements have been damaged and destroyed as caused by modern liquidation means. 2.20 Probable hazardous unit Unit where radioactive, inflammable-explosive, hazardous chemical and biological materials of emergency risk are used, produced, reprocessed, maintained or transported. 2.21 Emergency prevention and liquidation system (EPLS) operation regime EPLS operation system envisaging an activity by its operative and everyday management bodies, auxiliary and maintenance services and institutions, forces and measures taking into account the situation in reference to emergency risk and its liquidation in the territory of the Republic of Armenia. |
