On December 16-17 a tripartite high level meeting took place in Hotel Ani Plaza dedicated to briefing and further plans of the Armenian-Swedish-Estonian triennial Project on Population Protection Capacity Building in Armenia.


The draft of the Project was processed in July 2005 during the meeting in Yerevan. The primary goal of the Project was to refine the efficiency of the protection system for the population of the Republic of Armenia.

The Project has been implemented in the directions as follows: local risk assessment, work with the youth and children, development of communication system and dispatcher centre, development of training methodology and equipment and operative service optimization. Round 30 events were realized in its framework in 2007-2009.    The outcome of the Project in accordance with its direction was as follows:  1) 4 “Apell” groups were created in Tavush region which had performed new methodological risk assessment in the districts of the region. Risk management plans for the (community) region were developed 2) Teaching methodologies and materials for the youth and children were prepared. The experience of camp establishment for the young rescuers of Estonia was examined. Prerequisites for similar camp establishment were created in Armenia 3) A new structure for the Crisis Management State Academy of the Armenian Rescue Service was developed with its regulation, collaborators’ problems and duties, calculation of forces and tools. An outline of dispatcher centre line and radio connection organization was developed 4) Total professional training courses for the firefighters and rescuers of the Armenian Rescue Service  were organized and held with the participation of about 600 employers. The subjects of the courses were included in the academic curriculum of the Crisis Management State Academy. One unit firefighting rescue engine, three complete sets of hydraulic rescue tools, a complete set of 120 uniforms, 15 respiratory apparatus, and other firefighting rescuing goods were obtained. One thermal room was constructed.
