Civil defense

Civil protection in the Republic of Armenia is implemented in accordance with the Law of RA on Civil Protection (adopted in March 5th 2002).

System of civil protection events directed to the protection of material values or preparation activities of protection in case of forced attack, real risk of forced attack against Republic of Armenia or in case if National Assembly of Armenia declare military order;

Territory classified to the group of civil protection -living place, territory including special, important and historical-cultural objects;

Special objects of state and military importance dangerous objects as well as objects designed for population vital activities;

Civil protection services in state governing and local self-governing bodies, organizations, services established for provision of implementation of civil protection measures in the framework of their responsibilities;

Civil protection organizations in communities, organizations which are equipped with necessary techniques, uniform, equipments for implementation of rescue and emergency accidental - reconstructional activities. They supposed to implement civil protection measures and are not included in the structure of military service and other forces of Armenia;

Emergency accidental - reconstruction activities, priority activities directed to the elimination of such a threats for human life and health which make obstacles in implementation of rescue, research activities as well as in the implementation of constructional and crumble activities in buildings, in implementation of accidental cutting activities of fluid fuel, gas, electricity and water sources, in reconstruction, renovation and sanitary cleaning activities of priority temporary objects for vital provision of population and rescuers.

Civil protection measures

Civil protection measures are divided into preparation and main measures.
Preoperational measures of civil protection are implemented beforehand.
Main measures are implemented in case of forced attack against the Republic of Armenia, incase of existence of real risk of such attack or in case if National Assembly declares military order.

Preoperational measures of civil protection are the following:
a) establishment of civil protection forces, preparation and provision of their permanent preparedness;
b) from civil protection point of view provision of stability of special, important objects in plans and in detailed drafts of main plans, provision of working stability of important objects and aimed distribution;
c) provision of safety of constructions, buildings, engineering nets, hydro-technical constructions, transport and communication ways and roads;
d) provision of safe utilization of dangerous objects;
e) establishment of management, communication and warning systems and provision of their usual activities;
f) training of population and state, state governing and local self-governing bodies(here in after governing bodies ) and organizations;
g) establishment of system of 24 hours supervision of chemical, nuclear and mycological situation and provision of its functioning;
h) foundation of population and governing bodies awareness system;
i) construction and maintenance of protection constructions;
j) gathering and maintenance of necessary reserves of personal protective means and other equipments for civil protection;
k) establishment and maintenance of medical, food and logistic reserves;
l) development of civil protection plans.

Above mentioned measures are implemented in accordance with established order of the Government of the Republic of Armenia.

Main measures of civil protection are:
a) alarm of population of governmental bodies;
b) evacuation and distribution;
c) provision with shelters;
d) provision of population with self protection means;
e) camouflage;
f) implementation of rescue activities;
g) medical provision;
h) fire-fighting provision;
i) finding out the dangerous territories, decontamination from chemical, mycological and nuclear means;
j) provision of vital activities of population;
k) registration of victims and funeral organization;
l) examination of environment, water, food conditions against infections and enhancement of 24 hours supervision activities;
m) provison of public awareness and governing bodies;
n) chemical, radiologica and mycological provision;
o) the implementation of the urgent rehabilitation works;
p) the provision of the public order as well as the enhancment of the important objects maintanance;
q) provision of aimed usage of logistic, transport and reserves of other means;
r) priority usage of Republican, administrative and local nets of communication for implementation and organization of rescue activities.
