On December 7, 1988 new tragedy occurred in the history of Armenia . In the North-eastern regions of Spitak city a huge, destructive earthquake happened (the epicenter was 9-10 magnitude) which, as we know, caused many human and material losses. The earthquake lessons are coming from the fact of not evaluating the earthquake scientific, engineering construction factors and the system of emergency situations. Particularly the underestimation of the last factor showed that preparedness level of state and local authorities is in low level in order to act in large-scale disasters such as earthquake. It happened in the result of the absence of coordinating body in emergency situations, government and state authorities, as well as plans of activities of civil defense forces, relevant equipment and material resources, skillful rescuers and experienced staff. After having summarized the tragical results of Spitak earthquake the RA Government came to the conclusion that disasters of different character are typical to Armenia and the following is required for the disaster prevention and population protection in state level: 1. To establish a system of emergency situations that would include all governemental levels starting from the state government up to the self- govermnetal local authorities; 2. To work out national plan of management during emergency situations; 3. To establish state governing body of emergency situation; 4. To prepare skillful personnel; 5. To establish state rescue service; 6. To establish material reserves for rapid response in emergency situations; 7. To work out acting plans during emergency situation for the Government and state governing bodies of different levels; 8. To prepare the population for emergency situations. 
| Spitak earthquake revealed many issues of civil defense system in Armenia and became the main impulse of radical reformation of this system and establishment of Emergency Management Administration under the Government of RA. Emergency Management Administration was established by second article of the RA Law (signed by the RA President on December 4, 1991) on structure and personnel of the Government of the Republic of Armenia . By Decree of the RA President signed on December 15, 1991 Stephan Sargis Badalyan was appointed Head of Emergency Management State Administration. In Soviet Union , as we know, there was a united, centralized system of civil defense which included its republic subdivisions: Headquarters of civil protection. The activities used to be mainly directed towards the population protection and protection of the public economical facilities from theusage of the mass (nuclear) destruction weapon by the enemy during peace and war. After the collapse of Soviet Union each of the independent states defined the future status of this system in its way. The civil defense headquarter with its its divisions functioning in Armenia from 1961 was put under the subordination of the new established Emergency Management Administration under the RA Government (EMA of the Republic of Armenia) in the end of 1991. In the Charter of Administration approved by the Decision of the RA Prime-Minister on August 14, 1997, it is noted that the EMA is “a republic body of executive authority which coordinates the activity of state governing bodies of the republic in the sphere of population protection, prevention and elimination of emergency situations, as well as organization of activity of civil defense system, direct management and control being under the Government of the Republic of Armenia”. Now the Administrationwiththe difference of the past narrow frameworks of the civil defense activity shows a new and wide approach to the organization of the whole activity of the system from the professional and legal point of view based on the presence of possible huge disasters and accidents in Armenia , their classification and risk assessment. By Decree of the RA President signed on June 6, 1995 on “Organization of civil defense system activity of the Republic of Armenia ” the RA Government became the responsible body for the whole management of civil defense system of the Republic of Armenia . It was defined that the chief of civil defense of the Republic of Armenia is the RA Prime-Minister; his Deputy is the Head of EMA under the Government. According to this Decree the Emergency Management Adminsitration of the Republic of Armenia is responsible for the organization, direct management and control of activity of civil defense system. Taking into consideration the existence of nuclear power station, chemical and other buildings which present real danger on the territory of the Republic of Armenia, the necessity of specialized subdivisions for operative organization of rescue and accident operations in the area of radiological and chemical contamination in case of natural disasters and huge productive accidents by Decision N 489 accepted on September 29, 1993 the RA Government assigned a task to Emergency Management State Administration to establish civil defense regiment. The regiment consisted of battalions and detachments: reconnaissance, search-rescue, chemical defense, communication, automatized, fire-fighting and etc. The purposes of civil defense regiment were: 1. Implementation of general and special reconnaissance in vulnerable and contaminaated zones; 2. Implementation of accident-rescue and other urgent operations; 3. Sanitary approach towards the population, special planning of techniques and property, disinfection of structures and territories; 4. Participation in population evacuation; 5. Recovery of the population vital provision objects, means of communication,recovery of passing ways and infrastructure and other important elements. In the agenda of EMA it is important to establish highly skilled state rescue force armed with modern technique. By Decision N 359 of the RA Government accepted on September 4, 1997 Rapid Response Rescue Team was established. The main tasks of the Rescue Team were the following: 1. Implementation of rescue operations in disaster area, as well as manifestation of respective professional assistance to the population in case of emergency situations within limited time; 2. Implementation of rehabilitation works in case of disasters and accidents. Civil defense forces participate in the consequences elimination operations of natural (landslides, flooding, hailing, mudslides, hurricanes) and man-made (transport accidents, explosions) disasters and in the organization of necessary assistance for affected population. Sweden Royal Rescue Service and German Rescue Service have participated in the procedure of the outfit provision to the rescuers of civil defense regiment and Rapid Response Rescue Team with necessary equipments, communication and transport means. For increasing their professional skills the Armenian rescuers have passed theoretical and practical courses of special training in Sweden , Germany , France , Russian Federation , as well as in Crisis Management Institute of Emergency Management Administration of RA. In 1988 several officers of EMA of RA were sent to study in Civil Defense Academy of the Ministry of Emergency Situations of Russia. Informing the population about protection and security and preparing them for the emergency situations is of great importance and requires much attention. Although it is fact that the state is responsible for the population protection and security but we should not forget that perfect protection depends on basically conscientious attitude of each citizen responsibility and capability of self protection. Everyone should remember that civil defense is also his responsibility. If we have rescue units equipped with perfect technique and do not prepare the population we will have big losses in case of disasters. Until the end of 80 th there was a training system of civil defense which paid basic attention to the issues of population protection during war, particularly from weapons of mass destruction. But Spitak earthquake, other disasters and great accidents showed that it is necessary first of all to train the population of republic for emergency situations during peace time. This case required to draft new training programs, to show new approaches to methodical and technical provision of educational process, strengthening and development of educational material basis. By Decision N 74 of the RA Government accepted on January 31, 1992 on “Establishment of material basis of the RA Emergency Management State Administration and Institute of specialists' training for emergency situations” the above-mentioned issues began to be implemented. In the improvement of population training system the next important step was the Decision N 296 of the RA Government accepted on July 7, 1994 on “Improvement of training on issues of emergency situations”. The Institute of personnel training under EMA was established based on this Decision N 296 (nowadays Crisis Management State Academy).
